It’s easy. For most carnivals, all you have to do is send a link to the post that you would like in the carnival to whoever is running the carnival. People handle it differently, though. Some folks will include everything sent to them. Others will screen for quality.
There’s also this site, which a lot of folks use to manage and promote their carnivals. If you find a carnival there that interests you, you can submit a post through the site.
